I have a echoplex ep3 build with a tis58. It crackles when its on. When i click the pedal off the crackling is gone,but anytime its on and i dont play it makes the noise.
Attached is a clip that demonstrates the crackles in between riffs.

Its biased at 18volts. Using a pedal

When I played with a similar circuit (by a Hi-Fi amp guru Nelson Pass) the load resistor was 1k-2.2k, so the voltage drop on them was high because I used a 35 volts for the power. They were heating Up and become very noisy, but with a 5w 1k resistor as a load did cure that problem... But I don't really think that it's a same problem that you have, if only you were using 1/8 watt resistors or some thing. Do you have a RC filter on the power line? May be a bad cap... Some NOS caps a leaky.

Almost sounds like a loose solder joint. If you wiggle the input or out put plug, does that make it better or worse? Have you taken the back plate off the pedal and poked around with a chop stick?

Do you use a trimpot as a load resistor? Try to solder a normal 1/4 watt resistor with a same or close value. Some trimpots are 1/16 watt, and if the voltage drop on them is high than they can cause the trouble...
Than you have a ground loop in there if you use an aluminum enclosure... Only one wire goes to the "ground" lug of the jack, the other jack gets the ground from the enclosure.
