Just purchased a duet of 6L6GC from Mesa, I can see some brown like glue substance where the base and the glass meet.
Is this OK? Should I just chalk it up to cheap tubes?

That is a good thing!
Not enough glue lets the glass come loose and rattle...adding glue is not easy...you have to bake it in an oven.
