Let's see how this pans out. There's not enough info other than enforcement of LACEY.
There are hundereds of "Gibsons" in transit through private mail orders and dealers all across the world.
All speculation right now but, enough too piss off any musician no doubt.

Bastards. I imported an ibanez from the U.S. Not exactly a gibson but it was LP style. anyways I had to pay like £60 to get it freed after customs some how managed to fined something to charge me for. Another guy I got an amp off had a problem like that. The moral is, always buy local if you can.
