300V too high!!!

300V too high!!!
Finally got to measuring the voltages in my amp without tubes. Voltages on pin1 and pin6 on V1-3 are 480V. Trannys are Hammond, caps are F&T, Xicon and Sozo. I checked all resistors values and they're correct. Any ideas?

With no tubes at all in the amp, your voltages never drop down since no current is flowing. Put in the preamp tubes and the voltages may still be a little high, but pretty close to what you're expecting.
