I have a Marstran (Heyboer) 1202-55 that just arrived.
Some of the solder tags/eyelets are covered with lacquer. Can't feed a wire through the hole because it's blocked. And even if I could, you can't solder to the eyelet because it's covered with lacquer and you can't make a metal-to-metal joint.
1. Is this normal?
2. How do I remove hardened transformer lacquer without damaging the eyelets?

If sanding it does not work, you could try a little acetone on a Q tip and try to remove it.
