Initial Start up JTM45 - LOUD BUZZ HUMM

Hi all -
Finished the JTM 45 build and with the preamp tubes in, the voltages test OK, but when I put in the KT66's and power it on with a speaker load, I get this LOUD hum buzz. I noticed also that when the output tubes are not in place that the filter caps charge, and when the Power Tubes are in, the caps don't charge. What do you guys think?
