When fully NOS (never been used...) do they need a break-in period like the Sozos??

Short answer no,
If it did, I didn't notice it.
Other stufff was probably breaking in at the same time, like the trannys cause it was a new amp.
They sounded killer right from the start,
and I've never turned back once I got spoiled.

Everything breaks in when it's new, but with NOS Mustards it's not as noticeable like with Sozo's.

I have a plexi(RI)1993 can I use 400V caps? thanks

I just put together an amp with 1/2 NOS mustards and 1/2 new sozos. It sounded really fuzzy for the first couple hours and mellowed out noticeably after that.

Yes they do, however you are starting with a 30 year old part so It will be slightly easier to break in.
