tone stack issue

I have a build thats basically a jcm 800 master volume style amp and it worked fine till recently. I have done some mods but i tried bypassing them and the problem still exists. If you look at a 2204, thats my amp exactly from the cathode follower to the PI. For some reason the treble and mid pots no longer work right. There is now almost no perceptible difference between the treble and mid at zero and both of them at noon. From noon on up there is a huge difference. So i can't lose enough brightness at stage volume to keep from being way too bright because the mids and highs can't be lowered past noon with any notable effect. Can't be pot taper because they are the same pots that worked fine till this started. So far i replaced the slope resistor and all 3 caps to no avail. Any idea what could cause this?
