I built a Fender Champ 5w 5E1. Mercury transformers and choke with diode rectification. With the volume at zero the is a loud hum. Once turned up off zero the hum disappears. What would cause the amp to hum only with the volume at zero. Is this a ground loop?

Change the volume pot from an Alpha to a PEC. It help a bit. Now the hum sound is lessend. Again, it only happens with volume all the way down, so not sure if that is a sign of a bigger issue, or just a weird phenomenon that will happen with the volume at absolute zero.
I have a painted chassis, so I scraped the paint at all the ground points and put the heater center tap to pin 8 on the 6V6.
No change.
