I've been using my JTM45 for about a year now and It it pretty amazing but recently it as been blowing the 3A fuse almost every time I flip the standby switch off. I know I need new power tubes but could that be causing the problem?

Yes a shorted output tube could, usually a short would cause the HT to go, more likely your rectifier tube is out

Standby switches (at least the way most are wired, including JTM 45's) stress rectifier tubes. I don't use the standby on tube-rectified amps.
