Now I see it!
Funny I looked at that area and it looked a it thin there but I put it down to the small silver mica cap and wondered if the tone control wiring was correct (the way you laid out the control knob jumpers was a bit unusual).

Did another side by side. Much better. I still get a little more volume out of the DR. Could it be closed back verses open? The DR has a Celestion Black Shadow in it. If I had another coupler, I would switch speakers. A trip to Radio Shack is in order tomorrow. Should I check all the components values anyway? I have enough 3/4" plywood to build an open back cab. Maybe that's what I'll do next weekend.

In what way are the jumpers unusual? How could I have done it better?

Not a biggie at all, just noticed when picking over details. usually like this:
You see both pink wires are over the top of the pots with the ends of wires curled up around the lug so that they cannot catch on the back of the pot or chassis, the wires are bent at nearly 90 degrees to avoid tension, but not so tight a bend you risk damaging the inner core. Not a big issue but I saw it when blowing up the pictures as it was the tone stack wiring I suspected (but I confess not a missing resistor

)

That makes sense. I'll look for details like that on my next build (6L6SE). Dang! Look at those mustards!
I swapped speakers and that made all the difference. The TL806 cab really cuts the overall volume significantly. Maybe I stuffed too much insulation into it! I'll play around with it some. It was a lot more complicated to build, so an open back should go much faster and require much less of the limba that I have! Time to tweak the routers.
Thanks again for all the help provided my all. I learned much more than was discussed in this thread and will help in future builds.

I believe the TL806 (like most EV cabinet designs) was designed with PA applications in mind.
I know many bass players build the 606 and 806 and put highly efficient (and power hungry) speakers in them, such as the Eminence 3015, for a portable one cab setup which can keep up with a band in live situations without going the 4x10 or 8x10 route.
Mesa even produced such a bass cab which was basically a TL606 with a 15" EV speaker (the bigger brother of the famous EVM12L) - known as the Diesel 1x15 and later renamed the Powerhouse 1X15.
I guess a dedicated guitar speaker may not be the best match for these cabs.
properly designed bass cabs with the right speaker make for great all around setup - I run my JTM45 through a ported Aguilar 1x12 bass cab sporting an 8 Ohm 300w Emi bass speaker and I get a tone I'm very happy with and sufficient volume levels for my needs and it sounds glorious for guitar IMO.
edit: my bad, re read the original post and saw you are using an EV12L so I guess that's not the problem.
I would check the spec charts for the sensitivity of the speaker, may not be efficient enough to produce the volume levels you require in a ported cab with the 30-45 watt of a JTM45.
I think you may have luck with a speaker cab design software (I used WinISD a few years ago) to see what the EV should sound like in a TL806 cab and see if yours follows the specs in order to rule out the chance the speaker or cab are the source of the issues.
