C1998 End Bell Screws

C1998 End Bell Screws
I am putting together a 100W kit and the c1998 came with the screws for the end bells in a separate bag. The screws have carboard spacers on them. Do these also get installed when I screw down the end bells? If so, the cardboard is about about a 1/4" longer than what is needed to tighten the end bells. Do I cut the carboard down to size?

Yes the cardboard spacers go over the screws, just long enough to stop them rattling inside the transformer.
The originals did not have these, just the two bolts through the centre holes.
The botton is clamped up by the mounting brackets.
