I just built a 2204 using the layout from Valvestorm. ..
I have everything working great at this point except that the tone pots make little to no difference in the tone. Also the master volume doesn't do much then around 7-8 sort of cleans up the sound. Pre gain does more for volume than the master does. I have pulled the board back out to make sure all wires were correct and made sure all pots were wired according to the valvestorm layout. Anyone else experience something similar?

First thing that I would do would be to verify every component value to be sure that you didn't accidentally install the wrong value. Also be sure to reflow all solder joints associated with the tonestack paying special attention to the ground points of volumes and tonestack. A cold joint would definitely cause an issue.

it sounds like you are missing a ground connection to the tonestack and master volume,check that out with your multimeter
