I just had the same issue with my JCM2000 TSL100. I was thinking it was a bad capacitor but I took it to my repair guy and it turned out to be some faulty soldering (the amp is 15 years old). He re-soldered and no more volume dropping/rising issues.

So I've just got the amp back from the tech and the problem is gone! It was in fact the power tubes that were wornoff big time!
