did some more testing and I hooked up the multi meter to V1 pin 3 and is was 17mv as I left it hooked up it got very erratic voltage reading all over the place up and down but not a steady increase or decrease very erratic!!

What the hell?

as I move the tube it makes a lot of noise hissing and popping I think I am going to replace the socket it looks kind of generic anyway but it still will not explain the low voltage on pin 3!!

If its hissing and popping then it will be a bad socket.

I replaced the socket no noise still didn't help the low voltage on V1 pin 3!! I did some more testing and I found the problem, on the bottom of the board something is touching the chassis!! put the multi-meter on continuity setting and on positive side of caps were conductive to chassis grounding it self somewhat! I lifted the board away from the chassis and low and behold all voltage is good and the amp sounds great again!!

Might be a stray wire, or even something as small as a strand of wire will do it. Glad you worked it out though. Issues like that are so annoying! Hope you've still got hair left!
