I have a Metro 12000 amp made with PEC 2 watt Mil spec pots. Is it possible to clean them with Deoxit? I do not see a port to do so.

They are sealed and therefor unable to clean them in the normal manner. I have heard of someone taking one apart to clean it but I'm not sure how easy that would be with those. I believe that Aiken stopped using these in his amps for this exact same reason.
