Please help with my IEC plug wiring - '69 100w Plexi clone.

I am just about done with the turret board wiring and realized today that the instructions on the Valvestorm site for the '69 100w Plexi clone are for a hardwired power cord. But I have the Bulgin IEC Vertical Flange.

I have two wires left from my ****** PT. They are black and blue, both with yellow stripes.

The ****** diagram I have says:

BLACK AND BLUE WIRES = 465 V GOES TO STAND-BY OR DIODES
BLACK/YELLOW AND BLUE/YELLOW = 500 V SAME AS ABOVE

I don't know where to go from here. Are these two wires to go to the IEC plug and then an extra ground wire to another ground lug on the chassis? Please help.
