Need help filling out form 1096 with 1099 for the IRS

Mike C = Employer (Payer On form 1099)
Mike A = Empoyee/Subcontractor (Recipient on form 1099)

I'm a little confused as to who is the "Filer" on form 1096.
Is the filer the same as the Payer on form 1099. In other words the employer. That would be me. "Mike C"

Or is the Filer the Recipient from form 1099. The employee/subcontractor AKA "Mike A"

Update:
I just called up a software company that sells 1099 filling software, and asked them. They must have thought I was a customer

I'm off to the post office

Now I can get back to building my 68 Kit
