ebay oddity: Custom Shop certificate

I can't imagine a valid, legitimate reason to buy or sell this item:

400.00 BIN awe come on!!!!
What value could it have unless you owned the guitar it was origionally printed for??

I guess the reasoning is that a fraudster could add $1,000 to the value of a guitar if they attach Tom Murphy to it. Or more if it isn't even a Custom Shop guitar in the first place. You can buy a Custom Shop case for $150.
But the serial numbers...

There was a guy on the 'bay who used heavy card stock and actually had the certs reproduced by a professional printer (and flaunted it in his ads). I think eBay kicked him off the site for counterfeit.
