Jeremy, what you describe is strange . You have pretty much done just about everything to pin point this.
I'd say to take out the old re-formed filter can's and put in some new F&T's. What you describe is strange,but the filter cans might be the culprit, since you get 'target' B+ after running it for awhile, but, as soon as you power down you get FAST filter can drain, only to later power back up, and find that the B+ is high.

Funny you should mention this. I've swapped out every filter cap but the HT. I threw the meter on the HT fuse while powered up and was reading 454vdc (variac set at 115vac) and as soon as I hit the standby I dumped 350+vdc in about 10 seconds. Then it hit me. "Hey dumby, change your HT filter." I'll give that a shot. Thanks Andy.

I swapped the HT filter can for another ARS that I had from the reissue but it didn't change anything. I have some new F&T cans coming so I'll see how that goes.
