I'm using a TAD M100PL PT. I have no clew who actually manufactures these for TAD, maybe Mojo?
I am reading 463 volts with the tubes plugged in to the amp. I have not tried to measure w/o tubes but TAD says it has 480 volts, so I'm asuming that they mean without tubes connected.
When you read about PTs in Georges shop. The b+ value seems to vary alot from one model to the other. From ToneClone 100 with 460VDC to 1203-80-MS with 495V (not stated AC or DC). Are those values all without the load from the tubes, or ist it with the load?
So what is a "proper" b+ value for a 2203 and a 1959SLP? And If I were to swap out my M100PL from TAD, what is the best upgrade?

Nothing at all wrong with that voltage, it's right in the ballpark for either a 2203 or a 1959. 
George has a dual tap PT that will give you approx 500vdc on the high, and 400 on the low.
500 will give you more headroom, and 400 will give you a "browner" sound with a bit more breakup.
I'd keep it and not give it a second thought.
