Here is how you do it in Windows with Microsoft's included Paint program.
Go to the Start menu -> All Programs -> Accessories Folder -> Paint (open)
Go to -> File menu in the top left corner and open your tab file.
Click on the Home tab and -> Resize.
A Resize window should appear. Uncheck Maintain aspect ratio. Click on the Pixels radial button. Type in 2550 for Horizontal and 3300 for Vertical. This will give you a 8.5 x 11" sheet. Click OK.
Go back to File menu and click Save as BMP picture. Go to Save as type: and change to Monochrome Bitmap (*.bmp,*.dib). Type in a preferred File name for your file and hit save.
After this you will have bitmap files of your tabs. Each file will be over a Megabyte in size but don't worry. OpenOffice writer will compress these files when you save as a pdf.
Now open OpenOffice Writer. To ensure you have multiple pages simply hold down the Enter button and let the cursor go down the page until you get as many pages as you need for your Tabs. Import the picture files (this time they will be .bmp files) into Writer.
Once you finish compiling your tab file and save to pdf format, you should have a fairly small file that can be uploaded onto a forum post.
I hope this will work for you. This process will take some time to get familiar with.

It's a government secret...
Just printed out the jpg and then scanned it back in as a pdf, viola....Takes you from a 3 meg to 200 kb.
